Add CONFIGFILES & CONFIGSYMLINKS; similar semantics to FILES & SYMLINKS
yet installed by 'configinstall' not 'install'.
(CONFIGFILES uses FILES{DIR,MODE,OWN,GRP,NAME}{,_*} as per FILES)
