 	The time difference used to be massive on machines running NIS
 	but no quotas on any filesystems, but that was fixed back around
 	98/99. The time for quotacheck and quotaon to read /etc/fstab,
 	confirm quotas are not enabled and then exit is very small.

 	Having said that I would support defaulting quotas=NO, providing
 	we also clean up other startup scripts which do not need to run by
 	default...
