Since NetBSD operates in securelevel -1 by default, don't rely on the
securelevel alone when checking if the veriexec tables can be modified;
also check if the strict level is above 0.
(not that i am questioning the change itself, but the log message.)
securelevel=-1 by default? only for a few platforms and that seems
to be entirely driven by the XFree86 server...
