Pull up following revision(s) (requested by chs in ticket #930):
	sys/sys/sem.h: revision 1.20
	sys/kern/sysv_sem.c: revision 1.57
fix the SYSV semop number of operations per request to be limited by
seminfo.semopm (which is tunable via the SEMOPM config variable)
rather than an arbitrary constant.
