why not?
probably fits near factor(6) and primes(6); where would you prefer
having it?

these are tiny programs used to generate moduli; and as shown in some
discussion that took place at least a year ago, various people have
various opinions about the policy wrt/generating this file.
some think we can use the same file for years, others would rather
keep importing it from openbsd as it is today, and others may want
to do a monthly regeneration of this file.
the point of including these two programs is to make /etc/moduli no
longer static as it is today and give the user the option to know
how this file can be regenerated and control its generation policy.
is there any reason why not to import them...?
