Log Message:
Reorganize IPL macros for proper splraiseipl() implementation:
- merge HP300_IPL_* and IPL_* macros
- prepare independent _IPL_SOFT_* macro to determine softintr(9) handlers
- rename hp300_ipls[] array to hp300_ipl2psl[]
- then use these macro for makeiplcookie() and splraiseipl()
Tested on HP382.
