Log Message:
Change KAUTH_SYSTEM_RAWIO to KAUTH_DEVICE_RAWIO_SPEC (moving the raw i/o
requests to the device scope) and add KAUTH_DEVICE_RAWIO_PASSTHRU.

Expose iskmemdev() through sys/conf.h.
