Pull up following revision(s) (requested by mhitch in ticket #646):
	lib/libc/gdtoa/hdtoa.c: revision 1.5
	sys/arch/vax/include/vaxfp.h: revision 1.6
deal with the vax in a slightly disgusting way.
Provide constants for the widths of the bitfields and use them.
