I have no objection to adding bozohttpd, but I do object to adding it
without discussion.  I'd expect the discussion to answer questions like:
Why this particular http server, not something else?  Why not use a
reachover build from src/dist/bozohttpd?

If it was discussed so long ago that I have forgotten, then I withdraw
my objection.

According to <http://www.netbsd.org/developers/commit-guidelines.html>:

    Implementing (significant) new features requires a prior
    discussion on an appropriate technical mailing list.

In my opinion, an http server is a significant new feature, so it would
fall under that guideline.
