Log Message:
- Don't bother entering the debugger for WARNING: SPL NOT LOWERED ...
  It's nearly impossible to debug at that point. Just patch things
  up and continue.
- Don't assign to ci_ilevel to drop the IPL, it can cause deadlock.
  Use spllower() instead.
