Log Message:
It turns out vax liveimage requires INSTALLBOOT_AFTER_DISKLABEL.

It looks tools disklabel(8) doesn't preserve installed bootblock
on creating a new label.  Confirmed on simh.

Should be pulled up to at least netbsd-10.
