One such program that does this is called "fips".  Look for it via archie.

I used it once on a friend's drive; it worked okay, but I recall that I had
to adjust some of the partition values with pfdisk after we were done.

Note that fips, at least, (I don't know about any other programs that do
this), isn't smart enough to move data for you; you have to defrag your disk
so all your MS-DOS files are first.
