While building a distribution from recent -current sources
I ran into disk space problems while creating the i386 install.fs
floppy.
I resolved that by not including /etc/pwd.db on the install floppy.
I don't see a good reason to include that file and waste 40 KB on
the install floppy. During the install process you are running
EUID==0 anyway and hence the routines that access the password database
use /etc/spwd.db. /etc/pwd.db will get created when installing the
etc file set or when you next run passwd.
Perhaps this file could be dropped from the install floppy.
