More than likely, your kernel is not compiled with SYSVSEM as one of the
options used to compile it.  If I remember properly, the 1.2[.1] INSTALL
kernels don't have SYSV(SHM,SEM,MSG), so if you're still running the kernel
from the install floppy, this is why.  Compile a kernel with "options
SYSVSEM" in the config file.
