We did something equivalent a few days ago -- rc.conf now includes rc.local.conf
if it exists:

# Add local configurations
if [ -f /etc/rc.local.conf ]; then
        . /etc/rc.local.conf
fi


I now use the distributed rc.conf and put local changes and additions in rc.local.conf.
