I think you'll find that's just rounding - the start rounds down, the
end rounds up.   Take (effectively) the same number, expressed in sectors,
and round both ways - the end will look to be 1 greater than the start.

In general, you should only attempt to make real sense of these values
when you're viewing sectors (except perhaps on Sun systems, where cylinder
boundaries are required for some values, and so using cylinders can also
make sense).

MBs etc are nice for entering the data, so you can easily say the size
you want, but truly terrible for accurate viewing of it (if you're looking
hard enough to spot that "overlap" then using MBs probably isn't the right
thing).
