They are 'ustarfs' - ie a filesystem that is actually a tar archive.

To create one you need to:
1) build a kernel with space for a ramdisk
2) build the ramdisk
3) copy the ramdisk into the kernel
4) make the floppy image

I'd look at what 'make snapshot' does when run in src/etc...
