Permissions in etc.tgz

I'm not sure where this should go. I'm not subscribed to tech-install.

I stumbled about some oddities (or so I think) in the etc set.
I'm probably missing something about how it should work.

First, ./etc/spwd.db is 0644 (while one wants 0600).

Even stranger, both ./.cshrc and ./.profile are 0555, while ./root/.cshrc 
and ./root/.profile, which are the same files, respectively, are 0644.
I'm no expert in the tar format. Is the mode of the "==" entries ignored?
