sparc64 installs [was Re: Rollbackto .tgz proposal]

I don't see anything in 55751 indicating what was wrong with netboot.
Obviously there are setups it's not practical for, and it has no
particular bearing on whether gulping 64+M of core just to uncompress
the sets is tolerable, but the wording quoted above, and in the PR,
makes it sound as though it wasn't even considered. This seems odd,
since every sparc64 I've ever seen has been fully netbootable.
