Huh?  I thought all tape drivers were supposed to take MTIOCTOP with
mt_op==MTOFFL for this operation.  Certainly as an application author
that's what I've come to expect.

Or is this yet another departure from traditional behavior for the sake
of being a departure from traditional behavior?  (Yes, I'm still a bit
peeved over those....)
