There are user programs that need events like that, too, e.g. bind, inetd,
xntpd, syslog, sendmail...
If we're going to go this route (and it's probably better than having each
program double check the system's configuration for evey transaction), then
we should come up with a general purpose event mechanism that both the
kernel and userland can use, and register/document events that will be
generated.
