As current ext2fs is close to ffs in organisation it shouldn't be very
hard (I stared ext2fs by 'cp -r ffs ext2fs' in sys/ufs :), but maybe
it's easier to start from ffs again.

I don't think more code could be easily shared than actually is.
A lot of things are similar but data format or semantics are different.
