It's definitely there, in the "right" place for where it appears in the
printed manual(s), in both copies I have (the first is from a UCB CD-ROM
that came with one of the printed manuals):

$ ls /archive/4.4BSD-Lite/usr/src/share/doc/smm/02.config/   
0.t       2.t       4.t       6.t       a.t       c.t       e.t
1.t       3.t       5.t       Makefile  b.t       d.t       spell.ok
$ ls /archive/4.4BSD-Lite2/usr/src/share/doc/smm/02.config/ 
0.t       2.t       4.t       6.t       a.t       c.t       e.t
1.t       3.t       5.t       Makefile  b.t       d.t       spell.ok

Both copies are identical too...

$  diff -b -r /archive/4.4BSD-Lite*/usr/src/share/doc/smm/02.config/
$

That's definitely the right source too:
