That's true of type-4, but flat-out wrong on type-5. See:

Maybe my memory's going bad, but I'm pretty sure all 3 NeXT
keyboards I own have page up/down buttons.

Then you have a very strange set of Apple keyboards.
Every Apple keyboard since the Extended 1 has had page up/down
buttons, with the possible exception of the initial iMac keyboard.
(That goes for ADB and USB keyboards both.)
I have a couple of Mac keyboards with no page up/down keys (and with
control in the Right Place!), but they're consciously stripped down
small keyboards.

But this with this phrasing I whole-heartedly agree. This is a
positive, not a negative, test, and there definitely exist keyboards
for archs we support which lack the keys in question.
Which is why I suggested escape sequences earlier today that could
be bound using wsconsctl. :^>
In any case, this is not a quibble that should stop development of
the scrolling stuff, it's a detail that should be fixed later, don't
you think?
