is there an actual problem here or are people doing code churn
for no reason again?

i have my issues with the strl* functions and consider adding
them to the kernel to be unnecessary bloat but i won't object
beyond this message to adding them.  however i do strenuously
object to converting kernel code for no purpose other than 
"cleaning" it up.
