What is the current state with NetBSD and modules? Is NetBSD pushing
   towards having almost every driver available as a LKM like Linux?


that is a desired end result, yes.  there are very few device
drivers as LKM's currently and the framework for adding them is
not wonderful, but there has been significant progress in the
past year or two between devsw(9) and pcilkm(9) appearing...


note that we will almost certainly never remove the ability to
link everything statically into the kernel....
