Have you looked at uwscons, how well it supports arabic (right to left 
writing, charsets, character encodings)?

How about locales - so far sysinst uses mostly ISO8859-1 encoding as far 
as I understand, and what you want is something wildly different.

I'm afraid a lot of work needs to be put into the infrastructure here 
before you can start the translation work.
