Hi Liam,

I solved the problem.
The problem is caused by command
Ifconfig carp0 down.
Where carp0 is virtual interface. 
If I bring down the physical interface, to which carp0 binds, the failover
could happen!

No, preempt should do this. I'm going to try and get my network setup so
I can try. I'll let you know.

What are the bugs in arp balance? Have you let OpenBSD know of these  
bugs
you claim to have found?
