Under what kind of license is the code?
The "All rights reserved." part is confusing me :)
Our intent is to license under a 3-clause BSD license. That is why
the copyright statement (since this then becomes a derived work) is
before the license grant.
I agree with Garrett that this is arguably technically redundant,
given the Berne convention that works are copyrighted without claim or
registration, etc., but advice from counsel is that it's good practice
to label things.
