Another data point I noticed today:

After typing "sync" ddb appeared to hang, but it looked like I was only
dropped out of ddb.  After doing ctrl-alt-esc from the console again
and typing "sync" in ddb, a dump was succesfully started.  Of course
this didn't represent the original panic...
