HAVE_FAST_SOFTINTS other than x86

Folks,

I would like to use HAVE_FAST_SOFTINTS construct for
a certain ARM port.  My Q is, is it mature enough?

I'm aware of HAVE_FAST_SOFTINTS is defined in
x86/include/intr.h, and the fact implies i386/amd64 does
use the feature.

arm/arm32_machdep.c has the specific code segment
useful enough at a glance.

A larger Q would be whether all the NetBSD ports should
use HAVE_FAST_SOFTINTS anytime soon?  If not, what
prevents it from happening?
