A PUFFS filesystem can always call puffs_setback PUFFS_SETBACK_NOREF_N1
so that the kernel sends a reclaim, but as I understand it can only be
done when replying to a few filesystem operation. 

If the vnode is idle for hours, we get no opportunity to do
PUFFS_SETBACK_NOREF_N1. At least as I understand.
