besides sysctl and cpuctl, more complex stuff can be put into what we
call "libarch". this library is only provided on a few platforms:
% ls /usr/src/lib/libarch/
Makefile alpha arm i386 m68k sparc x86_64
the uses by these platforms is pretty divergent.
