Sorry, missed out on a couple of implementation related comments:

I'm hoping that this API will be a post-boot "hotplug" API which sits
over and above the vm_physseg array implementation. Ideally, the
implementation will use datastructures that reduce to arrays and degrade
with use to more complex DSs over time. I'm still working on this.

Ports should have the option to experimentally move to the API if it's
a useful feature. If not, the entire API should be able to be excluded.
