Which library provides user space functions in <netinet/sctp_uio.h>?

Hello,
I'm porting sctp based programs to NetBSD, and found that
there is user space function declarition in <netinet/sctp_uio.h>,
but can not those symbols in libc.
And there is currently no man pages about those sctp_* functions.
Does that means that there is no sctp support?
