because 'info' for tech-net says it is for:
People who are working things like multicast support,
protocols, and drivers.

and this discussion falls under the topic of:
Non kernel issues. Things like Posix conformance of
binaries, compilation environment, and fixing standard
utilities.

which is what 'tech-userlevel' is for.
