I suspect that they may wish to sell you a different (higher-priced)
service if you want static addresses.

lives in Newton has had this service for a few weeks; he seems to
think it's great..
The hybrid-fiber-cable business model puts many customers on a single
subnet and assumes topology changes (e.g., splitting subnets) as
market penetration increases, so renumbering is pretty much a given.
