Not out of the box. But you should be able to import ALTQ from FreeBSD
(well, it's not in FreeBSD it's a third-party patch, I can't remember
where to find it) and use it for this. If you install inria's ipv6
(ftp://ftp.inria.fr/networking/ipv6) you'll get ALTQ with it.
