Can't the receive do something nasty when it sees that the last packet was
less than its local MTU, and it has timed out a lot and resend the last ACK,
but reduce the window to like, 576 bytes? Yes, it will suck performance-wise,
but I think it would push the data through.
Then, we get Windows to implement the same hack, and show that NetBSD web
servers do *MUCH* better than NT :-)
