The current behavior is *extremely* confusing, and should be fixed.
Currently, if you configure a kernel with both gif and ipip, the ipip
devices will be there, but the ipip protocol won't be in the inetsw[]
array, so incoming ipip traffic isn't handled!

I've meant to send-pr this, but now that you've brought up the issue,
I hope you will fix this.
