Part of the context for this discussion was cluttering up memory 
with things that aren't doing anything useful. 

This seems like a documentation issue.  Along with a document discussing 
the security issues of configuration options there should probably 
be one on how to configure a machine to run with minimal memory. 


Perhaps a message from inetd at startup time to complain/warn about 
not doing anything useful because everything in inetd.conf was commented 
out would help.
