	something like this?

	no "pseudo-device": no gif code in kernel
	"pseudo-device gif 0": no gif present, need "create"
	"pseudo-device gif 1": gif0 is present, need "create" for gif1 and up
	"pseudo-device gif 2": gif0 and gif1 are present

	we will need to change "#if NGIF > 0" in the code.
