I wonder if it wouldn't be easier to have a unique ntp-peer identifier
in the ntp packet itself and ignore the IP address for identification
purposes.  

Ntp already adds state inside the packet for authentication.  It
wouldn't be that much of a leap to just put the hostname (or an
md5-hash or similar) inside the packet.
