Thats the least of your problems...

in the device flags word, all but one bit are set, including the loopback
and the pointtopoint bit.

The latter causes the broadcast address to be interpreted as pointtopoint
device target address.

I don't know why this happens. Please mention architecture and exact
source date of kernel and user programs to allow further guesses.
