there are known problems with dso loading of mod_perl into apache on
most platforms. you should compile it into httpd if you want it to 
work. I recommend downloading the latest apache 1.3.19 and the latest
mod_perl. Follow the INSTALL docs in mod_perl's dist and you should
be fine.
