GRE is apparently RFC 1701/1702 with the mobile extension as RFC 2004,
though a listed bug in gre(4) is that the "GRE RFC is not yet fully
implemented ([with] no GRE options [supported]), [and] no other
protocols yet [other] than IP 'over' IP."
