Does tcp_new_iss() have any side effects?

There's a call in tcp_input() where we have:

	iss = tcp_new_iss(...);

but "iss" is never used.  tcp_new_iss1() appears to play with the state
in the pcb, but I'm note sure if this is just related to generating the
new iss or not.

Any hints on whether we can safely remove that call to tcp_new_iss()?
