So that only requiremen of a packet classifier is that it needs to be able
to set mbuf tags ?

That seems very simple to add to IPF

But from what I understand, the altq configuration file is now part of the
pf configuration file, that seems to be a poor choice if it was part of
ALTQ design to be indepedant of the packet classifier.
