Ok, how about a compromise, then...

Add "XXX -- TEMPORARY HACK UNTIL PACKET TAG BUG IS FIXED" to the new 
code in the patch.

Open a bug report about the larger question of the packet-tag bug, and 
describe the symptom with fast-ipsec.  Attach the patch to the PR.  
Then check the patch in and reference the PR in the commit message.
