Maybe try instead the following syntax:

rdr <iface> <srcaddr>/<srcmask> port <port> -> <dstaddr> port <port> <proto>

Where <proto> may be tcp, udp, or tcp/udp, and <srcmask> may be /32 if
you specify an absolute single address.
